Recognition carries responsibility. The Operator Undertaking turns a Bus Safety Africa distinction into a visible public commitment to maintaining safe and responsible passenger transport.

The Bus Safety Africa recognition programme identifies and acknowledges bus and coach operators whose publicly documented records demonstrate notable safety performance within their operating environments. Recognition, however, is not intended to be a permanent declaration that an operator is safe.

Road transport is dynamic. Vehicles age, drivers change, routes expand, operating conditions evolve and new risks emerge. A safety record must therefore be maintained through the decisions an operator makes every day. The Bus Safety Africa Operator Undertaking translates recognition into a public commitment to continued responsible operation.

The principle behind the undertaking

When an operator accepts and displays a Bus Safety Africa recognition, it is being recognised on the basis of evidence available for a particular assessment period. The Operator Undertaking makes clear that the operator understands the distinction between recognition of a record and a guarantee of future safety.

By signing the undertaking, the operator publicly commits to placing passenger safety at the centre of its operations.

Passenger safety

Safety should not knowingly be compromised for speed, schedules, revenue, convenience or competitive advantage.

Roadworthy vehicles

Operators undertake to maintain vehicles to appropriate safety standards and address identified defects that could place passengers, employees or other road users at risk.

Responsible drivers

The undertaking recognises professional driving, appropriate training and supervision, and responsible management of driver hours, fatigue and conduct as essential elements of safe operation.

Passenger voice

Legitimate passenger safety concerns should provide operators with an opportunity to identify risks, correct shortcomings and improve their operations.

Learning from incidents

Accidents, incidents and significant safety failures should be examined so that lessons can be translated into appropriate corrective action and stronger safety practices.

Continuous improvement

Recognition does not mean that the work of safety is complete. Operators are expected to continue reviewing and improving their practices as vehicles, operations and operating environments change.

Leadership responsibility

The undertaking is deliberately signed by the operator's Managing Director or Chief Executive Officer. Safety should not exist only as an operational instruction for drivers, workshop personnel or terminal staff. The signature places the commitment at the leadership level and represents an undertaking made on behalf of the organisation.

Why the undertaking should accompany the recognition

Wherever practical, Bus Safety Africa encourages recognised operators to display the signed Operator Undertaking alongside their recognition badge. Displaying the two together allows passengers, employees, regulators, business partners and the wider public to see not only that an operator has received recognition, but also the principles the operator has publicly committed itself to maintaining.

This is particularly encouraged at booking offices, passenger terminals, customer-service areas, reception areas, lounges and other public-facing locations where the Bus Safety Africa recognition is displayed. Operators may also reproduce the undertaking on their websites, digital channels and appropriate corporate or passenger-facing materials.

The undertaking should not be presented as a guarantee that accidents or safety incidents cannot occur. Its purpose is to establish a visible standard of responsibility against which the operator has voluntarily committed itself.

A continuing commitment

Bus Safety Africa recognition relates to an assessed period. The responsibility represented by the undertaking continues beyond the moment the recognition is received.

An operator displaying the undertaking is therefore making a simple but important public statement: recognition does not conclude its responsibility for safety; it reinforces it.

A safety record is not permanent.
It must be earned on every journey.

Recognised operators are encouraged to have the undertaking signed by their Managing Director or Chief Executive Officer and displayed alongside their Bus Safety Africa recognition wherever possible.
